MTS STARTS DEVELOPING A WIMAX NETWORK IN UZBEKISTAN

MOSCOW, RUSSIAN FEDERATION — APRIL 25, 2007 — MOBILE TELESYSTEMS OJSC (“MTS” - NYSE: MBT), THE LARGEST MOBILE PHONE OPERATOR IN RUSSIA AND THE CIS, ANNOUNCES THAT THE COMPANY RECEIVED A WIMAX LICENSE IN UZBEKISTAN.

The Communications and Information Agency of Uzbekistan allocated 2 500-2 700 MHz frequencies to MTS Uzbekistan thus allowing the Company to provide WiMAX services on the entire territory of the country.

“With stable growth of the Uzbek economy, the necessity to develop a WiMAX network is driven by the increasing need by both the mass and the corporate segments of the Company for access to high-speed mobile Internet that is currently limited by the insufficient development of fixed-line networks,” commented Oleg Raspopov, acting Head of Business unit “MTS Foreign Subsidiaries.”

MTS is planning to provide access to the Internet using WiMAX in Tashkent offering speeds from 64 Kbits/s to 512 Kbits/s starting from the beginning of 2008.
