UPDATE 1-Freddie Mac says to pay $851 mln to Treasury in March

WASHINGTON, Feb 19 (Reuters) - Government-controlled mortgage finance firm Freddie Mac said on Thursday that it will pay $851 million to the U.S. Treasury in March, its smallest dividend payment since the first quarter of 2009.
