MDOT standard of certification is a rigorous process that has included an in-depth review of the business. To be eligible for certification as an MBE firm, a business must be at least 51 percent owned and controlled by one or more socially-and economically-disadvantaged individuals and undergo a stringent review process.  The eligibility criteria for DBE certification is very similar to that for MBE certification. 

The SBE Program is a race and gender neutral program.  Firms with SBE certification may meet business participation goals on federally-funded contracts issued by the USDOT which include contracts administered by the Maryland Aviation Administration (MAA), the Maryland State Highway Administration (SHA), and the Maryland Transit Administration (MTA).
