UPDATE 1-Dish partners surrender some spectrum licenses -FCC official

Oct 1 (Reuters) - Dish Network Corp's affiliates on Thursday surrendered 197 spectrum licenses to the U.S. government after they were declared ineligible for $3.3 billion in small-business discounts earlier this year, according to a senior U.S Federal Communications Commission official.
