Judge dismisses bid-rigging charge against Joe Nicolla

Nicolla was accused of colluding with former SUNY Polytechnic Institute President Alain Kaloyeros to rig the bids on a student housing project at the college campus in Albany. Columbia Development submitted the only proposal and was tentatively awarded the contract, but the dorm was never built.
