Report on sports betting in New York advises lawmakers to be careful

State lawmakers must consider tax revenue and social costs in deciding whether to legalize sports betting, says a report by Tim Sullivan, senior research adviser at the nonprofit, nonpartisan Citizens Budget Commission.
