These are the worst places to live in America in 2019

In CNBC's America's Top States for Business study released Wednesday, key quality-of-life measures were analyzed to find out what states don't measure up in areas such as economic opportunity, quality of health care, education, environment and crime. Here are the states that landed at the bottom of the rankings.
