Gov. Cooper nomination could unseat chairman of the N.C. Utilities Commission

Changes in commission terms enacted by the Republican-led N.C. General Assembly in 2011 have opened the door for Gov. Roy Cooper, a Democrat, to replace six of the seven board members in his first term.
