Congressional watchdog reviewing Ukraine military aid freeze at heart of impeachment inquiry

The Government Accountability Office is reviewing whether or not the Trump administration violated any congressional appropriations laws by failing to formally inform Congress about its decision to freeze military aid to Ukraine.
