YouTube was previously fined $170 million to settle claims it violated child privacy laws. Google tracks what people do online and makes money from serving targeted ads based on their activity and the Children's Online Privacy Protection Rule requires sites that children visit to disclose data practices and get parental consent for collecting information on children under 13.
