The Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, stated in an announcement on November 12, 2020, that the country is looking to support and encourage Hong Kong residents to resettle in Canada as students, workers, and permanent residents.

Immediate changes to the regulation include expedited work and study permit applications for Hong Kong residents. Consequently, people with a valid LMIA and an LMIA-exempt job offer will enjoy faster work permit processing. Students admitted to a post-secondary institution in Canada will also enjoy an expedited study permit application process. There will also be an expedited document processing for Canadians and Permanent Residents living in Hong Kong, making it easy for the over 300,000 Canadians living in Hong Kong to return to Canada at any time.

Canada is also working on modifying the immigration regulations as regards Hong Kong residents, with Open Work Permit for Hong Kong youths and Permanent Residence Pathways to target specific Hong Kongers already in the pipeline.
