Philadelphia top cop vows ‘justice’ following broad daylight attack that left 12-year-old wounded

Philadelphia Police Commissioner Danielle Outlaw addressed three separate violent incidents, which she said occurred within minutes of each other on opposite sides of the city, including a 12-year-old girl shot in a drive-by, a 72-year-old woman stabbed to death, and a 29-year-old woman critically injured in another shooting.
