Multiple agencies, residents battle smoke a day after Madison recycling plant fire

Illinois Gov. J.B. Pritzker issued a disaster proclamation for Madison and St. Clair counties following a fire at a Madison recycling plant Wednesday that sent one employee to the hospital and led to a shelter-in-place order for residents in close proximity.
