Pioneerly, a practice growth and legal marketing firm serving law firms across the United States, today released the 2026 edition of the U.S. Legal Market Health Index, a free interactive ranking of all 50 states and the District of Columbia on the conditions each market offers for law firm growth. The Index is free to use and is published so that managing partners, practice leaders, and legal marketers can compare markets on evidence rather than reputation.
The Index is built on raw data from the American Bar Association, the U.S. Census Bureau, and the federal courts, as well as Pioneerly's own market data. It scores every jurisdiction on four pillars: Demand, Opportunity, Growth, and Velocity. Demand, Opportunity, and Growth combine into a single Health Index score from 0 to 100, so a firm can see at a glance whether a market is worth a closer look, then use the individual pillars to understand why.
Key findings from the 2026 U.S. Legal Market Health Index:
• Nevada is the healthiest legal market in the United States with a Health Index score of 81. Arizona (76), Georgia (75), Texas (72), and South Carolina (71) complete the top five, followed by North Carolina (69), Utah (68), Tennessee (67), Arkansas (65), and Florida (64). Every market in the top ten sits in the Sun Belt or Mountain West.
• The lowest-scoring markets are concentrated in the Northeast. Vermont (25), Massachusetts (29), Connecticut (29), and Maine (30) sit in the bottom five alongside Hawaii (29). In most of these states, healthy demand is offset by crowded competition.
• Delaware leads the nation in Demand with a score of 88, reflecting its corporate and Chancery Court caseload, ahead of Georgia (81), Maryland (81), and Illinois (79).
• Arizona (94), South Carolina (93), and Indiana (91) are the most open markets in the country, with the most room for a new firm to establish itself. Washington, D.C. is the most saturated market, with an Opportunity score of 1, followed by Connecticut and Massachusetts at 7 each.
• North Carolina (95), Nevada (92), Georgia (89), and Texas (89) grew their attorney and law firm populations fastest over the past five years, momentum that tracks business and population migration into the Southeast and Southwest.
• Median time from filing to disposition in federal civil courts ranges from 138 days in Virginia to 780 days in New Hampshire, a gap with direct consequences for case economics and cash flow planning.

The Index is also intended as a planning tool for legal marketing. Because visibility in Google search and in AI assistants such as ChatGPT is increasingly local, the cost of acquiring a case through SEO, answer engine optimization (AEO), and AI search depends heavily on how many firms are competing for the same clients in a given market. A state with strong demand and low attorney density offers a very different return on marketing investment than a saturated one.
