FINRA moves to speed up market manipulation crackdowns

NEW YORK, Nov 22 (Reuters) - Wall Street's industry-funded watchdog took steps to crack down more quickly on manipulative trading practices in the securities markets but needs more authority, according to a regulatory filing.
