NAPC Defense, Inc. The BLIS CornerShot also has the ability to transmit using numerous secured channels to share with team members and with a command and control center to maintain positive control and awareness of just what the operator sees. All BLIS Corner Shots will be built in the USA.

BLIS is currently brokering a number of military items that are of interest to Allied and NATO forces for the Ukraine and the Middle East. Any successful transactions would add significantly to BLIS revenues and profits. The inventory of these items, if sold at currently offered fair value, totals over $200 million (US).

BLIS Positioned as Primary Subcontractor on Obera Portfolio Following Asset Acquisition by Native American Pride Constructors, LLC

On March 18th BLIS announced that its strategic partner, Native American Pride Constructors, LLC has completed an Asset Purchase Agreement with Obera LLC (https://oberallc.com/), acquiring all operational assets and certain contractual liabilities associated with Obera’s U.S. government contracting platform. As a result, BLIS will serve as the primary subcontractor and principal public‑company platform through which the Obera portfolio, including a previously announced $38 million subcontract and access to multi‑billion‑dollar IDIQ contract ceilings, will be administered and performed.

NAP Constructors is a Small Business Disabled Veteran Native American with women ownership (SBDVO) enterprise. The company is privately owned 51% by Edward K. West and 49% by Evelyn R. Gurba. Both West and Gurba serve on the Board of Directors of BLIS, ensuring tight strategic alignment and direct benefit to BLIS shareholders.

As part of the transaction, BLIS has onboarded a core team of 10 experienced Obera professionals with significant expertise in U.S. government contracting, logistics, and global supply-chain support, and whose program expertise will help ensure continuity of performance on current contracts and a smooth transition of work to the NAPC Defense subcontracting platform.

Obera has served as both a prime contractor and subcontractor on major U.S. government contract vehicles supporting global logistics, training, systems integration, and sustainment missions for the Department of Defense and Department of State. Its work spans security assistance, supply-chain management, sustainment operations, and information management in complex operating environments worldwide.

NAP Constructors will continue to honor the $38 million subcontract to BLIS, which will utilize the public company’s capabilities to support performance of the current backlog as well as future contract awards. These awards sit within broader Indefinite Delivery, Indefinite Quantity (IDIQ) frameworks, including several key U.S. government contracts are currently being novated to NAP Constructors:

Worldwide Expeditionary Multiple Award Contract (WEXMAC) – A U.S. government funded IDIQ contract awarded to multiple prime contractors with a maximum contract ceiling of approximately $55.2 billion through 2034.

Counter Narcotics and Global Threats Contract (CNGT) – A multi-prime IDIQ contract supporting global counter-narcotics and security operations with a maximum contract value of approximately $1.9 billion and performance extending through 2032.

SmartTronics Prime Contract – A $3.4 million award for the supply of helicopter fuel to multiple international locations worldwide, where the company currently serves as the sole source supplier to the prime contractor.

To support the execution of current and future work, NAP Constructors is negotiating a $20 million line of credit to finance new orders and accounts receivable associated with government contracting performance. This financing facility is expected to support operational scaling and enable BLIS to perform the existing backlog and upcoming awards within the contract pipeline.

In addition to the Obera portfolio, BLIS is pursuing new purchase orders from U.S. and allied customers as the Sole Source for the CornerShot tactical systems, as well as ammunition initiatives, which are expected to complement the long-term, contract-based revenue stream provided by its government contracting programs.

$38 Million Contract Award Through Strategic Partner Obera LLC

On February 24th BLIS announced that it has received $38,166,873.04 in new and recently finalized U.S. government task orders through its strategic partner Obera LLC under existing U.S. Department of Defense and Department of State contract vehicles, with performance extending into the 2032 timeframe.

These awards to BLIS were Obera’s hard backlog, which represent sales between now and January 2027, and sit within a broader set of Indefinite Delivery, Indefinite Quantity (IDIQ) contracts that have the potential to provide a much larger available contract ceiling through the end of 2032.

Meeting with Members of Congress to Advance CornerShot USA School Safety

On February 12th BLIS announced that Company executives met with members of the U.S. Congress at The Capital Grille in Tampa on Saturday, February 7, 2026.

The meeting focused on advancing discussions regarding federal and state grant funding to support school and law enforcement deployment of the BLIS CornerShot systems. BLIS Chief Executive Officer, Kenny West, and Chief Financial Officer, John Spence, met with Jim Jordan, U.S. Representative for Ohio’s 4th Congressional District, and Gus Bilirakis, U.S. Representative for Florida’s 12th Congressional District, to brief them on CornerShot USA’s capabilities and to discuss pathways to secure grant monies dedicated to school safety and local law enforcement initiatives. A key focus was the use of federal and state grants to equip School Resource Officers, local police departments, and sheriff’s offices with CornerShot systems.

BLIS management briefed the congressmen on how CornerShot USA is engineered to save lives not only in schools but also in workplaces, houses of worship, and other public venues. By giving local law enforcement a safe standoff tool for confronting active shooters and barricaded suspects, CornerShot can become a critical part of a layered security architecture that protects students, educators, employees, and first responders.

BLIS is engaging federal, state, and local stakeholders to build a grant supported framework for CornerShot deployment across more than 115,000 K through 12 schools in the United States.

US Grant Initiative to Equip Resource School Officers (RSOs) Nationwide with CornerShot Tactical Systems

On November 6th BLIS announced a new campaign aimed at protecting children in schools across the United States by placing the groundbreaking CornerShot tactical system in the hands of Resource School Officers (RSOs) and designated school security personnel. BLIS is actively pursuing State and Federal grant funding to introduce this life-saving apparatus to over 115,000 schools nationwide, grades K-12.
