Dr. Birtcil is a retired rear admiral in the U.S. Navy Reserve and professor emeritus at the University of California. His professional career spanned nearly four decades of clinical practice, university teaching, and military leadership. He helped train generations of healthcare providers and military personnel, all the while advancing standards in military medicine.

In an interview with Marquis Who's Who, Dr. Birtcil reflected on the years he served as a clinical professor at the University of California San Francisco School of Dentistry from 1970 to 2002. His work as an educator remains high among his career's defining achievements. In 1984, he was recognized as the Outstanding Clinical Teacher at the UCSF School of Dentistry, a testament to his dedication to students, clinical rigor and hands-on instruction. Upon retirement, he was advanced to professor emeritus, a distinction that reflects both the quality and longevity of his clinical and academic contributions.

In addition to his academic endeavors, Dr. Birtcil practiced dentistry and oral surgery in Kensington, California, from 1970 to 1994. He also served as an expert consultant in restorative dentistry and biomaterials for the California Dental Association from 1980 to 1994. Additional scholarly contributions include authorship of 25 articles in refereed journals and contributions to three textbooks on restorative dentistry, further extending his influence beyond the clinic and classroom.

Dr. Birtcil's military career is equally distinguished. He is a 21-combat operation, two-tour veteran of the 3d Marine Division in Vietnam from 1967 to 1969, where he performed dental and oral surgery procedures and provided combat casualty care as a triage officer. He was the only dental officer present at the Siege of Khe Sanh during the Tet Offensive of 1968.

He served in the Navy Reserve from 1969 to 2000, completing five tours as a Navy Reserve unit commanding officer and ultimately commanding the 4th Dental Battalion during the First Gulf War, when more than half of the battalion's personnel were mobilized. From 1981 to 1985, he headed the Medical Department for Naval Special Warfare Special Boat Unit Eleven at Mare Island Naval Shipyard, becoming the first Navy Staff Corps officer officially certified for Naval Officer Billeting Code 9279, Officer-in-Charge of Combatant Craft.

In 1993, he was nominated for promotion to rear admiral (lower half). After Senate confirmation in 1994, he was promoted and assigned as assistant chief for logistics at the Bureau of Medicine and Surgery. He later served on the staff of the Pacific Fleet commander and, in 1996, was assigned as deputy chief of the Navy Dental Corps at the Bureau of Medicine and Surgery, with collateral duty as force dental officer on the staff of Commander, Navy Reserve Force, an organization comprising 120,000 personnel.

Admiral Birtcil was promoted to his second star in 1998. His military decorations include the Legion of Merit, Bronze Star with Combat Valor "V," Purple Heart, two Meritorious Service Medals, Navy Commendation Medal, Air Force Commendation Medal, Presidential Unit Citation, Combat Action Ribbon, Republic of Vietnam Gallantry Cross with Silver Star, and numerous campaign and service medals.

Admiral Birtil's lasting contribution to military medicine was the formulation and implementation of a standardized dental examination form in collaboration with Dr. Sue Bailey of the Department of Defense Health Affairs (DODHA). This work resulted in DOD Form 2813, implemented in 1996 and adopted by the US Armed Forces in 2000. DOD Form 2813 was last modified in 2021. DOD Form 2813 offers civilian and military health care providers a standardized approach to determine dental readiness, fitness for duty, and deployment readiness without ready access to dental care.

Dr. Birtcil began his academic career at the University of California Berkeley in 1960, where he majored in chemistry and was a member of the Scholastic Society. He was named the Outstanding Army ROTC Freshman Cadet in 1961 from among more than 1,500 male students. He graduated with a Doctor of Dental Surgery at the University of California San Francisco in 1967. He was certified by the American Board of Dental Examiners and the California Board of Dental Examiners in 1967. He is also the only graduate in the history of the UCSF Campus to achieve promotion to one-star and then two-star military rank from the reserve component of the U.S. Armed Forces.

Marquis Who's Who has also recognized Dr. Birtcil with the Albert Nelson Marquis Lifetime Achievement Award and the Marquis Who's Who Humanitarian Award.
